The best ATS and CRM for recruitment agencies in 2026
Fourteen systems an agency is likely to shortlist, ranked for a small or mid-sized UK agency placing permanent and contract roles. We are on the list and we wrote it, so every entry says where the product is strong and when it is the right choice, including when that is not us.
The short version
- 1.Vayora for small and mid-sized agencies placing permanent and contract roles that want the AI built in from the record up.
- 2.Recruit CRM for a wide range of agency sizes, without a configuration project.
- 3.Firefish for independent UK agencies that want a UK vendor, UK compliance and strong support.
- 4.Vincere for agencies with umbrella and PAYE workers alongside limited-company contractors.
- 5.Spott for permanent and executive search agencies that do not need pay and bill.
- 6.Recruiterflow for big, well-tuned email and LinkedIn cadences.
- 7.Loxo for cold sourcing at the top of the funnel.
- 8.JobAdder for agencies running across Australia, New Zealand and the UK on one system.
- 9.Bullhorn for multi-division, multi-country firms that depend on VMS connections.
- 10.Atlas for enterprise and executive search.
- 11.Zoho Recruit for small agencies on a tight budget, already in the Zoho suite.
- 12.itris for agencies that want UK data residency and a service desk they can phone, with temp shifts alongside perm.
- 13.Mercury for enterprise and high-growth firms already on Microsoft, with an IT function.
- 14.Crelate for american firms, or UK firms whose clients and contractors are in the United States.
How we ranked them. The order is for one kind of buyer: a small or mid-sized UK agency, three to fifty seats, placing permanent and contract roles, with years of placements, interviews and rejections already in a database, buying without a procurement project. Each product is described by what it is organised around rather than what is wrong with it, in the same words as its own comparison page. A different desk gives a different order, and the questions further down re-order the list for you.

1
Vayora
The AI-native CRM and ATS for recruitment agencies. Built for the database an agency already owns, with Kit, one agent, working inside every part of the desk.
Where it is strong
- AI-native at the core, not bolted on: Kit reads calls, email and notes as they happen and keeps every record current, with the source of each change filed.
- Ranks the candidates already in your database against each new role, with the evidence behind every score and the gap worth checking, before anyone touches a job board.
- Drafts the next step in your voice before you open the thread: outreach, chase-ups, replies, client updates, briefs and packs. Replies are sorted by intent and the day opens with a brief.
- Watches for business development signals, runs enrichment, scorecards and reference checks in the same workflow, and sets the placement fee from your signed terms.
- Permanent fees and contract placements, with timesheets, self-billing and invoicing, on one desk; all of it in the Pro price, not metered.
- Four lanes of control per action, client-facing moves never automatic, one tap to undo. An import, not a migration project. Public pricing and a 30-day Pro trial with no card.
Not for you if
You run a temp desk on agency PAYE
We support perm and contract placements, with contractors engaged through their own limited company. Agency PAYE payroll and high-volume temp scheduling are not what this is.
You need enterprise VMS integrations
If your revenue depends on connections into client vendor-management systems, the incumbents have a decade of that work behind them and we do not.
You want software that never has an opinion
Kit proposes things. It drafts outreach and ranks shortlists, and you accept or reject. If you want a filing cabinet that waits to be told, that is a legitimate preference and not this product.
You want to buy from a large vendor
You will deal with the Vayora team directly, which is an advantage right up until you want a global support desk and a procurement portal.
2
Recruit CRM
The modern all-in-one, priced in the open, now with timesheets and invoicing of its own.
Where it is strong
- Broad functionality for the money, with every tier published rather than quoted.
- Serves a wide range of agency sizes without demanding a configuration project, and reviewers single out the support.
- Since June 2026 a native contract module: auto-generated timesheets, contractor and client portals, invoices from approved time and margin reporting.
Pick it when
If you need a system that bends to an unusual process, or you run across many countries. An opinionated product is a real trade-off, and if your workflow does not look like anyone else's then configurability is worth more than someone else's opinion about how the desk should run.
Agencies move on when
Depth, eventually, and the meter. Breadth for the money is a good strategy, but agencies running perm and contract side by side with the finance attached, in pounds, tend to reach a point where credits for the AI and a separate payroll and accounting step stop being an advantage.
3
Firefish
The Glasgow-built CRM for independent UK agencies, with UK compliance baked in and six named AI agents.
Where it is strong
- Built in the UK for the UK: GDPR subscription blocking, Agency Workers Regulations tracking and right-to-work placement blocking are part of the product.
- Support that reviewers single out, with a Capterra score of 4.6 from 291 reviews.
- Timesheets and margin on the contract side: live hours, pay, charge and margin totals, with automated chasing of overdue timesheets.
Pick it when
If you are a UK-only agency that values a UK vendor, UK compliance features and strong support above anything else, and you are happy with invoicing in Xero. For that firm Firefish is a sensible, well-supported choice.
Agencies move on when
The money and the model. The timesheets are there but the invoicing is somewhere else, and an agency that wants one agent working the whole desk rather than six tools finds the shape does not fit.
4
Vincere
The Access Group's recruitment suite, now Access Vincere Evo: a full front-to-back office with pay and bill built in.
Where it is strong
- Native contract back office: timesheets, approvals, invoicing, self-bill invoices for limited-company and umbrella placements, and profit split per invoice.
- Part of a large UK software group, with a published entry price in pounds on a rolling 30-day basis for small teams.
- A broad AI layer across the suite: copilot questions on pipeline and revenue, candidate scoring, summaries, speccing and automation agents.
Pick it when
If you want a full front-to-back office from a large UK group, with umbrella and PAYE workers alongside limited-company contractors and a sister payroll product behind it. That breadth is real, and we do not match it on the umbrella and PAYE side.
Agencies move on when
Usually the commercial shape rather than the software: a price on the page for each plan, but Pro pricing 'shaped around how your business actually works' once you pass seven users, pay and bill and the AI as add-ons with no price shown, and deeper training at additional cost. Agencies that want the whole thing priced on a page look elsewhere.
5
Spott
The AI-native workspace from Leuven, Y Combinator-backed and freshly Series A, with a four-week vendor-run migration and the AI in the seat price.
Where it is strong
- AI built into the core rather than bolted on: semantic search and explainable matching across notes, calls and emails, a note taker and a unified inbox, all in the plan price.
- A migration programme the vendor runs end to end, with a stated four-week timeline, and a product cadence reviewers notice.
- Hosted in the EU, ISO 27001 certified, GBP pricing published, and a growing list of UK customers.
Pick it when
If you are a perm or executive search agency that wants a well-funded AI-native workspace with a vendor-run migration and does not need pay and bill. Spott does that job well.
Agencies move on when
Usually the contract desk. Spott does not attempt timesheets, pay and bill or payroll, so a perm-and-contract agency ends up with a second system for the money. The other reason is the annual commitment behind the headline price.
6
Recruiterflow
Sequencing-first: the outreach cadence is the product.
Where it is strong
- Excellent email and LinkedIn sequencing, with the cadence logic agencies actually want.
- Clean, modern, and well liked by the recruiters who use it day to day.
- Clear published pricing and a straightforward commercial conversation.
Pick it when
If you want to run big, well-tuned cadences and are happy building the lists yourself. They do that specific job very well, and swapping it for something more opinionated would be a downgrade for that way of working.
Agencies move on when
The unit of work. A sequence sends what you wrote to the list you built, which means the thinking and the list-building stay with you. Agencies looking to move usually want the system to propose who to contact rather than send faster to a list they assembled.
7
Loxo
The outbound sourcing engine with a database attached.
Where it is strong
- A very large contact graph built into the product, so you can source from cold without a separate data subscription.
- Strong at the top of the funnel: finding people who are not in your system yet.
- Genuinely AI-forward, and has been for longer than most of the category.
Pick it when
If you are working a cold desk with no book behind you. Sourcing power is a real advantage when there is nothing to mine, and a system that ranks your own database first is the wrong tool for an agency that does not have one yet.
Agencies move on when
The centre of gravity. Loxo is organised around finding people outside your system, so agencies with ten years of placements, interviews and rejections already in a database often find the thing they are paying for is not the thing they most need.
8
JobAdder
The SEEK-owned ATS and CRM from Sydney, sized by seat band, with timesheets built in and the money handled by partners.
Where it is strong
- A long-standing product with a wide marketplace: 100+ integrations and 200+ job boards.
- Clear statements on security and data residency: ISO 27001, UK and EMEA data on AWS in Ireland, and a published line that a human always makes the final decision on AI.
- Native timesheets, with collection, approval and reporting handled once a placement is made.
Pick it when
If your agency runs across Australia, New Zealand and the UK on one system, or you depend on a specific marketplace partner. The integration breadth and the SEEK backing are genuine advantages for that shape of firm.
Agencies move on when
Price discovery and the money. Agencies wanted to know the cost before a sales call, and found that the contract side still needed a second system for invoicing and payroll.
9
Bullhorn
The incumbent, and the one most of these conversations start from.
Where it is strong
- The deepest integration ecosystem in the category, including VMS connections large staffing firms genuinely depend on.
- Proven at a scale most agencies will never reach: multi-division, multi-country, thousands of seats.
- A marketplace of partner tools for almost any gap you can name.
Pick it when
If your revenue depends on VMS connections into client vendor-management systems, or you run multi-division and multi-country at a scale where the integration ecosystem is the product. Nothing else in this list matches that, and switching would cost you money.
Agencies move on when
Usually the cost of getting it working rather than the software itself: an implementation quoted in weeks (longer at enterprise scale), professional services for any import above 15,000 records, and AI that arrives as further products to buy and connect. Smaller desks also find they are paying for scale they will never use.
10
Atlas
The other AI-native entrant, built in London around capturing every conversation, aimed at enterprise agencies and executive search.
Where it is strong
- A sharp central idea: it captures calls, emails, messages and meetings into one living record, so the agent works from the whole context rather than the structured fields alone.
- A broad set of agents, including deal scoring on business development and salary intelligence drawn from the agency's own communications, with the AI included in the seat price.
- A UK company with published Basic and Premium prices in pounds, a 14-day trial and a vendor-run migration in two to three weeks.
Pick it when
If you are an enterprise or executive search firm and capturing every conversation into one record is the problem you most want solved. That central idea is genuinely sharp, and it is aimed at a firm shaped like yours rather than ours.
Agencies move on when
Fit rather than quality. It is pitched at enterprise and executive search on a 12-month commitment, and contract billing is a thin part of the picture. Small and mid-sized agencies running contract desks often find the shape does not match theirs.
11
Zoho Recruit
The budget all-in-one from the Zoho suite, priced from £20 a recruiter, with the contract desk in a separate product.
Where it is strong
- The price and a free edition: published GBP pricing from £20 a recruiter a month on annual billing, with a large review base behind it.
- The Zoho ecosystem around it: Books and Invoice for invoicing, Sign, Workerly for temps, and 200+ marketplace extensions.
- Zia, the AI assistant, included on paid plans at no extra cost: matching, summaries, assessments, chatbots and an MCP connector.
Pick it when
If you are a small agency on a tight budget, already in the Zoho suite, and perm-only or happy to run temp in Workerly. For that firm the price and the free edition are genuinely hard to beat.
Agencies move on when
Depth, and the second product. The price is hard to argue with, but the contract desk means Workerly and Books as well, and reviewers' most common complaints are support and field customisation.
12
itris
The long-running UK recruitment CRM from Surrey, relaunched in the cloud as itris X in 2025, with UK hosting and a UK service desk.
Where it is strong
- UK data residency on Microsoft Azure in ISO 27001 data centres, with UK GDPR compliance stated.
- A UK-based live service desk; the vendor reports 98% of customers rating support excellent.
- Perm, temp, contract and RPO workflows with shift management, placements and timesheets, and a marketplace of 150+ integrations and partners.
Pick it when
If you want a UK vendor with UK data residency and a service desk you can phone, and you run temp shifts alongside perm. itris has done this job since 1998, and that experience shows.
Agencies move on when
Time and commitment. A six to twelve week onboarding and a minimum year before the desk is live, and the contractor pay still in a partner, do not suit a small or mid-sized agency that wants to be working next week.
13
Mercury
The UK recruitment CRM built on Microsoft Dynamics 365, with a native middle and back office, for enterprise and high-growth firms.
Where it is strong
- The Microsoft platform underneath: Dynamics 365, Microsoft 365, Teams, Power BI and Copilot, plus official LinkedIn Recruiter and Sales Navigator connections.
- A native middle and back office: timesheets and expenses through a portal, client approval online, margin calculated from validated pay and charge rates, branded invoices, and a compliance score that gates placements.
- Configurability, in reviewers' words 'a very powerful platform which can be tweaked and modified to suit your individual business's needs'.
Pick it when
If you are an enterprise or high-growth firm already on Microsoft 365 and Dynamics, with PAYE, umbrella and limited-company workers to pay and an IT function to run it. The Microsoft alliance and the compliance controls are real strengths for that firm.
Agencies move on when
Scale mismatch. A platform with the Microsoft stack behind it needs someone to own it, and small and mid-sized agencies find the implementation and the licensing more than the desk needs.
14
Crelate
The US recruiting platform for search and staffing desks, with AI on every plan and a native time-and-billing module, hosted in the United States.
Where it is strong
- Published pricing from $85 a user a month, with AI on every plan including a sourcing agent across a very large external database.
- Crelate Deliver: hours collected and approved against assignments, client invoices from approved time, and payroll exports in the provider's format.
- Ease of use, setup and support are the consistent positives across a large review base.
Pick it when
If you are a US search or staffing firm, or a UK firm whose clients and contractors are American, and you want AI on every plan with a US back office behind it. For that firm Crelate is a sensible choice.
Agencies move on when
Geography and the add-on bill. A UK agency finds US hosting, dollar pricing and none of the UK job boards, and the extras add up on top of the licence.
Eleven questions that pick for you
- 1
Does your revenue depend on vendor-management-system connections?
Then it is Bullhorn. Nothing else on this list has a decade of that work behind it.
- 2
Is most of your work cold sourcing, with little or no book behind you?
Then it is Loxo. A system that ranks your own database first is the wrong tool for an agency that does not have one yet.
- 3
Is the outreach cadence the thing you most want done well, with lists you build yourself?
Then it is Recruiterflow.
- 4
Does your process look like nobody else's?
Then a configurable all-in-one such as Recruit CRM will fit better than an opinionated one.
- 5
Do you pay umbrella and PAYE workers as well as limited-company contractors?
Then Vincere, which has that back office built in, or Mercury if you are an enterprise firm on Microsoft with someone to run the platform.
- 6
Is a UK vendor with UK compliance features the thing you most want?
Then Firefish, or itris if UK data residency and a service desk you can phone matter more to you than a fast start.
- 7
Do you place perm or run executive search, with the money handled elsewhere?
Then look at Spott, which is AI-native like us and stops at the placement by design.
- 8
Are you an enterprise or executive search firm whose problem is capturing every conversation?
Then look at Atlas, which is built around exactly that.
- 9
Is price the deciding factor?
Then Zoho Recruit, from £20 a recruiter a month, with the contract desk in Workerly as a second product.
- 10
Do you run across Australia and New Zealand, or place in the United States?
Then JobAdder for the first and Crelate for the second.
- 11
Do you have years of placements, interviews and rejections sitting in a database, place perm and contract, and want the system to work that book and run the money too?
Then it is Vayora, and you can test the claim on your own data in the trial.
Questions
- What is the difference between an ATS and a recruitment CRM?
- An ATS tracks candidates through a role you are already working. A recruitment CRM tracks the relationships that produce roles in the first place: clients, contacts, prospects and the candidates you have not placed yet. Agencies need both, which is why every system on this list is sold as the pair.
- What does AI-native mean on this list?
- That the assistant has the whole record in front of it by design and does its part inside the workflow, rather than a chat box bolted onto a database that only stores. Vayora, Atlas and Spott are built that way. Recruiterflow and Crelate use the same words and sell the agents as a separate plan or as add-ons. The established systems added AI on top of a database designed for storage, by tier, by pack or by quote.
- Why is Vayora first, and is this list independent?
- It is not independent: Vayora is on the list and wrote it. The ranking is for one kind of buyer, a small or mid-sized UK agency placing permanent and contract roles with an existing database, and for that buyer we think we are the right first call. The decision framework above re-orders the list for other desks, and each entry says when the rival is the better choice.
